Chemung County Executive Chris Moss sent a letter to City of Elmira officials on June 30, 2025 informing them that the County was terminating the agreement for shared services that was instituted in 2015. Below are the documents that have been made public concerning this ongoing issue. The County and City continue in talks to come up with an agreement that both sides deem responsible to both municipalities.
